Someone said that you can't make a new prophecies character, get the flowers, go to post and collect. Why not? In theory it should work.

You can only get the gift once a week, accountwide.

lets see did this with 2 accounts....got green rock candy, blue rock candy, red rock candy, 10 champaignes...and merch summoners (the other account got sparklers instead of the poppers)....yep my luck continues.
would like to get the moss spider egg....so hope this guy sticks around for sometime (I have TONS of collector [email protected] so I should have just about ANYTHING he can ask for!)

I believe he's permanent, but will be moving around to just about every area in all three campaigns.
